Digital waste tracking: what businesses need to know before 2027

22 October 2026 · 3 min read

Paper waste transfer notes are on the way out. From October 2026 the first part of the mandate is already live, and by October 2027 every waste carrier, broker and dealer in the UK has to record movements digitally. If you produce commercial waste, this changes what you should expect from your supplier.

The timeline

Date Who it applies to
October 2026 Permitted waste receiving sites in England, Wales and Northern Ireland. Transfer stations, incinerators, treatment facilities
January 2027 Permitted sites in Scotland
October 2027 Waste carriers, brokers and dealers, UK wide

Carriers can opt in before the deadline, and a staged beta is running ahead of the 2027 date.

What it actually requires

Every load has to be recorded on a central system rather than on a paper note in a cab. Receiving sites have until the end of the second working day after the waste arrives to record it. Waste arriving Tuesday has to be on the system by close of Thursday.

Records must stay retrievable for two years, or three years for hazardous waste.

Why Defra is doing this

Paper notes are easy to lose and easy to falsify, which makes waste crime hard to trace. A central digital record means a load can be followed from the producer to its final destination. It is a crackdown on fly tipping and misdescribed waste as much as an admin change.

What it means if you produce waste

The legal obligation sits with carriers and sites rather than with you. But the practical effects land on you anyway.

Your duty of care does not change

You still have to make sure your waste goes to someone authorised to take it, and you still need the documentation. The format is changing, not the responsibility.

Your records get better, for free

A digital trail is searchable. If an auditor asks what happened to the waste from a particular site in a particular quarter, that stops being an afternoon in a filing cabinet.

Weak suppliers will be exposed

Operators who have been loose with paperwork cannot be loose with a central system that timestamps every entry. Expect some to struggle, and some to quietly raise prices to cover the systems they should already have had.

Questions worth asking your current supplier

If you are reviewing waste contracts in the next twelve months, these four separate the prepared from the unprepared:

  1. Are you recording digitally now, or waiting for the deadline? Anyone already doing it has solved the problem. Anyone planning to start in 2027 is telling you they will be learning on your account.
  2. Can I get a report of every collection from my sites in the last twelve months, by stream? If that takes a week, their records are not in good shape.
  3. What happens to my data if I leave? You should be able to take your compliance history with you.
  4. Who holds the duty of care documentation, you or me? You need to know where it lives before someone asks to see it.

If you run multiple sites

Multi-site operators feel this hardest, because the common arrangement is a different local supplier per region, each with its own paperwork format. Pulling that into one report for a client or a certification body is painful now and will stay painful.

Consolidating onto fewer suppliers, with one reporting format, is worth looking at before the deadline rather than after. The organisations that do it early will spend 2027 getting on with their work. The ones that leave it will spend it chasing records.

Where we are

We have been building toward this rather than waiting for it. Every collection generates a transfer note, every load is tipped at a licensed facility, and tonnages come back by site, project and stream in one format regardless of which region the load came from.

If you want a straight look at your current arrangement, including what your paperwork would survive if someone audited it tomorrow, that is a conversation worth having before 2027 rather than during it.
